I *think* you are right. The problem is we don't *know* what Goa are planning, who they get to do the XML etc.
Worst case all the time spent on XML delays the next patch I guess, not that we would know, but I am sure when the patch is released 6 months after the US patch there will be plenty of whine on that too.
