It is absolutely not on par with the other class abilities. For one, vendo is simply stupid to be usable nearly every fight.
What are you on about 2x ip anyway? I don't even have a single ip because ip for me is still 100%. Otherwise it's not ip, it's a ripoff (for 20 minute reuse). Aka moose. A hero can't afford ip anyhow, lots of better things to buy.
The problem isn't about what moose does, it's about the horribly long timer and the comparison of other tank special abilities. For example warriors get a ra that lasts longer than moose and is usable more often. I don't care they got no special ability, they don't need one, I never suffered anything at all with my warrior because I had no uber 50% hp increase. Having the best armor type in the game made me a major pain to kill even prenf. Now when I am playing a hero I see how seriously crap scale armor is. Moose simply can't ever make up for that with a 20 min reuse timer when each zerker train just vendos and banespikes on sight.
Wicked that warriors (in compensation, because that is what mythic thought, since warriors had no special ability) get a ra that makes them invulnerable while heros get a useless ra. I guess heroes aren't on the worst side of the track since what armsmen get is better to be not mentioned or we'll cry.
