What part of not making a list of people who use this dont you get. As banana posted at 9.46:

if you dont do this in a tank fight, you for shure will get stunned.
Its annoying but not bug exploiting...
and tbh every good tank i meet out there do it, so better learn it too,but there is a difference between one run through and permanent strafing wich also do some people,but not so many.

What is all this cheating business and what's wrong with strafing?
I mean you don't want peeps to be able to do rear and side attack moves all the time right?
Or are you talking about the warping thing:" you are too far to attack X" even though he is standing right next to you?

How the water works is silly for sure, or rather the surface as depending if ur above or belov it the other one can't hit u, and thats just silly.
and most people also abuse this to the max, going up down up down...
