Bainshee LOS: Official GOA stance

Ok here's the deal with LOS abuses like this.
Being able to cast and hit things you have no LOS to with a CAE effect or a targetted spell is a bug and abusing it is bad.
However (and it's a big however)
Casting a spell in itself is not abuse and we don't intend to make it so. In the case of Bainshees firing off CAE spells and hitting people the other side of a wall, it's only going to be abuse if we can prove they had no legitimate target, which is not easy. To do otherwise is to open the floodgates to a rush of reports everytime someone casts a spell in a legitimate situation and, through no fault of their own (as they can't choose to stop their CAE at a wall), hits someone they shouldn't have been able to.
We spend more time than many people think roaming around watching random RvR situations and if we see someone abusing this then that person will get slapped, it isn't fair play and we won't tolerate it. However we won't take action unless it's very clear that the person was deliberately abusing the issue.
