They are free granted at levels pretty much like Spirit of the Hunt, Protect etc.
Also from 1st test on Pendragon, 15% resists are 2nd tier (or so it seems sadly :/) and Taunt shout DOES interrupt in RvR (it's a cae but seems to have a narrow and short cone).

In a nut shell,

I don't think the fixes are the right way to address the heavy-tank "groupability".

Tbh i find changes amusing and long time awaited for the Archetype class. Remember that most of these changes affects Group more than Heavy Tank himself, dus solving main problem of the archtype itself, that is atm (imo for short sight of players too in Hib case) groupability.

CC = Crowd Control

RA = Realm Abilitys

Dumping = The act of using ALL RA's/Artis/ML's in a fight to win. You "dump everything"
