the champion levels and the quest are 2 different things.
Just cause you have finnished Chapter one, does not make you Champion level 1. The chapters are purely there as an option to getting the weapon without having any champion levels. Gaining champion levels are done through exp and nothing else, be that exp gained from quest/killing mobs/rvr or what ever. Tho when doing Chapter 3 (the last chapter on the quests) you will gain quite alot of champion level exp from the bosses you kill and should be able to get close to champion level 3 by the end of it. The 2 first chapters offer 0 to nothing in champion level experience. You gain the weapon after completing Chapter 2 or getting Champion level 3, you get /use abilitys by completing Chapter 3 or getting Champion level 5.
Chapter 1 and Chapter 2 is rather easy to do solo/duo, only bit where u might need som aid is the last step on Chapter 2. And on neither of these 2 will you have to go near the 'new' dungeon which you are talking about. First time you have to go to the new dungeon is when you get to the so called "Cricle of 5" which is in Chapter 3. And yes.. group will be needed for the Circle of 5 since some of the mobs there are bloody hard.
