Do you still need the ML5 group steps before you can get the BG steps?

If anyone plan on doing ml5 group steps this afternoon I would like to join with a level 45 ranger.

well...
technically you can come without group steps but you need to be out of judgement range..

i will do another run if i decide to renew subs next week
