Idea for the "Classic" server...
First, let me say that I am fully aware that what I am about to suggest may not work. But it's an interesting idea and if it could be used then it might resolve a few problems with underpopulation etc.
What if it was possible to cluster the upcoming "Classic" server with Pryd/Excal?
Yes I know what you're thinking: "Classic" means non-ToA, so how could it possibly be feasible when Pryd/Excal is still ToA and the same players would have access to ToA armour/ML raids etc. etc?
But, what if the programming could be put in place that would prevent players wearing ToA armour/artefacts/drops etc. from porting to the "Classic" server? Basically, players wanting to port to the Classic server would have to have two sets of armour... their normal ToA set and a second set that they'd have to wear if they wanted to play on the Classic server for a while.
One immediate advantage would be that the Pryd/Excal community wouldn't be split up by the introduction of the Classic server and, in-game conversations would still take place with the guilds and alliances that already exist, so everyone would still know each other.
Also, people with tradeskills would still be able to using their existing characters to craft stuff for use on the Classic server, so tradespersons would benefit from extra work, spellcrafting, armourcrafting etc.
This would open up the possibility of guild groups etc. porting over to the Classic server to do RvR "the old fashioned way", without the benefit of ToA items and ML abilities would not function on the Classic server. Any player who tried to port to the Classic server would not be able to do so if he/she was wearing any ToA items or had them in the backpack.
Also, those players who only want to play on a Classic server would still be able to do, yet still feel part of a wider community.
Another advantage would be that the non-ToA items that people like to use would still be of use on the Classic server, meaning that they would not have to be found/farmed again if the Classic server was not clustered.
I think there could be huge advantages if this could be made reality. Whether it would truly work in reality would remain to be seen.

Maybe if Mythic wanted to do something like this they could, however there is no way GOA could.
Not even going to go into the problems this would cause on RvR, you would effectivally be sentancincing the classic server to PvP doom.

Well it's obviously possible to code items to work in PvE situations but not in RvR situations in the same zone as many catacombs items work this way. In fact, it would arguably have been better if ToA bonuses had originally been coded the same way, although it would be unwise to change this retrospectively as all the fully twinked RvR people would scream blue murder.
Maybe it would also be possible to code items the way you mention, but I suspect it would mean a lot of work for Mythic as GOA wouldn't be allowed to fiddle with the code themselves. Also GOA would probably need Mythics specific permission to do this due to the restrictions of their license agreement.
Somehow I think it's extremely unlikely to happen.

I want a new server to get away from the RR10-12 grp's that tend to run around in excal/pryd cluster farming RR5-7 grp's, cutting through them like a hot knife through butter.
By starting ALL over again, EVERYONE get's a chance to become high RR, and fight at same odds. Im personally going to dedicate alot of time getting my char to 50, crafting armor, SC'ing it etc so I can get out in RvR asap.
I hope to see ya'll out on the battlefield when the Classic server is upon us. I'll be the Troll Berserker Female with the joyfull smile! xD

However its not feasble - you would port to classic server and have none of your armour work :/ I spose you could have 2 sets of armour just for that but until they give us more personal vault space i dont think any char could afford to keep around 4 sets of armour in their backpack

It's an interesting idea but of course not very feasible to implement.
What I would be more interested in when GOA launches the Classic Server, is a chance to permanently migrate one or more characters to the Classic server - keeping level but being stripped of all ToA gear and abilities. If they were worried about the server economy going pear shaped from the start, they could limit the amount of cash you could migrate with and limit gear to only what non-ToA gear you're currently carrying. If they wanted everyone on a level playing field from the start, they could wipe realm rank on migration too (wouldn't mind that myself).
I'd quite like to give Classic a whirl and considered it when they launched it in the USA, but just couldn't face levelling up any more toons from scratch. But character migration would be something I'd consider, even if it meant stripping a fair bit off of the character (my toons in cold storage have probably all been stripped by GOA's database fiasco anyway).
