It's a mix. There is no Hib side from the list so far.

For open beta this seems to be the case. The IRC active Prydwenites are definately heading there.

It's currently unknown what will happen with regards to servers come live. More, diff names, changed rulesets, etc, so for after OB it's still not set in stone.
